Jazz Ventilation System

Now that Winter is upon us, I find it irritating that the Ventilation System in my 2008 Jazz is, quite honestly, awful. The car is kept outside, but when I start it these cold mornings, the windscreen takes about 5 minutes to clear. It doesn't matter what settings I use. I drove in 0 degree temperature, and the rear door windows would not clear up, again no matter what settings I used. Honda tells me that the car is 'within specification'.
Conversely/similarly, I found the system to be very inadequate in the summer when I used the AirCon - it was impossible to get 'cold' air. Again, everything has been checked, and Honda have essentially told me to 'get on with it'. I'm sure that having the car run on the driveway in the mornings is not good for the engine or the neighbours, and I believe it is actually illegal to idle the engine for this length of time.
Has anyone got any ideas? Would it be possible to fit a windscreen heater, and if so, would it help?
All advice welcome - I like the Jazz, but with another 4 months of cold weather, I'm seriously thinking of getting rid of it. (Having to pay £178 for a service - essentially an oil change - didn't help!)
